The Billionaire rapper, 43, faced a Monday 12 PM deadline to submit 10,000 petition signatures needed as a petition candidate to appear on the ballot but failed to meet the requirement, Chris Whitmire, the Director of Public Information for the South Carolina State Election Commission said in a statement to TMZ.

Before his presidential rally, West tweeted to urge his fans to sign up to help him acquire signatures to get on the ballot in South Carolina.
